Measure the child rather than going by age, and where a measurement falls between two sizes take the larger one. Our festive pieces are cut with a little more room through the chest than our everyday cotton.

A note on lehengas
The waist is elasticated across every size, so the waist measurement is a guide rather than a limit. Length is the number to check.
